I'm new to premiere from FCP but this surely can't be the norm.
This is not normal but i have seen it happen when one start working with media while it still conforming the audio, and/or when having the Media Cache Files and the Media Cache pointing to external or network drives. Go to Premiere Pro > Preferences > Media Cache and change them to internal drives.
Are the files conforming or are they generating peak files?
I looked up the NVS 310. So, (1) it is designed to suit IT departments (2) it is designed for business apps, not graphics apps.
What else do we know about it? "512 MB DDR3 GPU Memory". How much do we need? The Photoshop system requirements say "the minimum amount of graphics processor VRAM required for Photoshop (512 MB). The recommended amount of VRAM is 2 GB or more, though." Illustrator? "To use GPU Performance: Your Windows should have a minimum of 1GB of VRAM (4 GB recommended), and your computer must support OpenGL version 4.0 or greater." So this really isn't up to the job, just based on its basic spec.
That's just how after effects and premiere are. When you edit a lot and make the project bigger, everything slows down and crashes sometimes. Just make sure you set your auto save count to a high number. Personally I have it set to:

No. What workflow(s) would you like to support, that need to read the scratch disk paths from a project?
Not sure why anyone would suggest you look at Distiller. It is involved in making PDFs, but has no involvement after that, and nothing to do with saving.
Does this happen if the file is local AND the save is local (ie no network involvement at all)?
This is a frustrating 'lack of feature' - but there are a few workarounds. here's a quick and dirty option - but generally acceptable:
At the bottom left of the composition window, just to the right of the magification popup, is an incon / popup - select 'Title / Action safe'. This has crosshairs to mark the centre of the composition.
If you then twirl down your timeline and select your 'Mask Path', and then hit Cmd or Ctrl T on the keyboard you'll get a bounding box (a transform box) around your mask. This includes a visual centre point. You can then zoom in and manually align that centre point to the title/action safe crosshairs. Double click inside the mask to exit the transform mode. it's crude - but at maximum magnification it should do.
A second option:
If the layer you are masking has a source (ie: it appears in the Project panel), you can use this tip: Add your layer to the Comp and have it selected. Then, rather than drawing the mask shape, simply double click the appropriate mask shape in the toolbox (eg: double click on the rectangle). This will give you a mask shape that exactly fits your layer - and is centred on that layer.
You can then select the mask and hit Cmd / Ctrl T to bring up the transform box. Start to drag a corner handle and then hold the Ctrl key - this will scale the mask shape areound it's centre point. Double click inside the mask to exit the transform mode.

This is much as expected. Apple change macOS often and without much concern for compatibility; we all have to chase them. If you have old CD/DVD disks from the era of 10.7 you should be able to install. Photoshop CC requires macOS 10.12 or later.

If I am preparing an image to share on social media or other web purposes, I will usually export with a long edge of 1200 pixels at the most. That is usually plenty big enough.
i don't think the currently offered adobe versions (the latest and one previous) are compatible with your os. you can confirm that by using the cc desktop app to see if any versions are offered:
install the cc desktop app from here https://creative.adobe.com/products/creative-cloud and use it to install your adobe subscription and trial programs. because your os is not compatible with more recent releases you'll see if your os is compatible with any lr and ps versions currently offered by adobe.

Large organisations can use single sign on, have complete control of cloud space usage etc. As I am admin of a small teams group, I do not have that option and I can't tell you how it works.
Students forget passwords or may not bother to reset them before class.
Why should they reset their password before class? As of my information, for lab computers you can define device locked licenses without the need of an Adobe id.
Response: That may be true in some places but institutions typically have internal policies that allow admin access to personal data.
That's illegal where I live. Personal data can only be accessed in rare and well documented cases. One of that cases is that parents can control e-mails and systems of K-18 children. That locks out teachers and administrators!
But arguing about the sense or non-sense of a specific feature is not my aim. As you feel you need a feature as that, you may add your suggestions via https://www.adobe.com/products/wishform.html.
