Ok, I'm trying something now. I'll uninstall the Adobe CC and all of it's apps. Clean up the PC and use the Adobe Creative Cloud cleaner Tool. Found it while searching the net for answers. But I am still open for any kind of help, since I don't know if it even works.

Alright. I uninstalled everything, ran the cleaner tool, deleted everything to do with adobe on the disk including the stuff inside the users folder. Reinstalled the CC and Dreamweaver. No changes at all. It just won't start.
