Hi Bruce,
In your initial post you mentioned that you are getting "Online service encountered error" message; this is due to some network issue, might be some services were not available at that time. Next time when you went to PRE and started Revel share then you got another error "Revel account limit is reached". So, that means that this time Online services were working fine and error was due to upload was going out of limit.
If you can delete few items from your Revel a/c and try to upload again from PRE 12 then it should work.
