What do you mean about the top level library?
You have three libraries on your mac:
System>Library (NEVER touch that one)
One under your user account, where your preference files are located,
and finally, one that is at the very top level of your hard drive. If you can't easily find that one, the simplest way to make it available is to go to the Finder preferences and under "Show these items in the sidebar" turn on Hard disks. Then open a finder window, click the name of your hard drive in the sidebar and you will see the library you want in the top level of results on the right of the window.
