How can I use Visual Studio 2010/2013 and the Acrobat SDK to create an app that will password protect a PDF file?

I can use some other 3rd party tools that will allow me to open up a PDF, add owner/user passwords and save it.  How can I do that using the SDK?  Looking for a simple solution...Thanks
