This problem is just really frustrating me and I can't find answers. I have text jumping to the next column/frame but there is room at the bottom, above the footer notes. This is happening with a number of frames. I've played with Keep Options and Document Footer layout but none seem to solve the problem effectively. Here's a screen cap so you see what I'm talking about. Notice the widow jumping to page 7 at the top–"traffic and pollution".
